Level 3 Registered Predatory
Offender, ROBERT JAMES TOLBERT 10/16/1976, has recently updated his address
within the City of Rochester. Specifically he has changed his registered
address from the 400 block of 10 Ave SE to “homeless” in the vicinity
of Slatterly Park, a few blocks south of his previous address. As you may
recall, Offenders that are no longer currently under probationary supervision
are allowed to register as homeless in MN.
